Yes. During a visible pass it looks like a bright, steady star moving quickly across the sky.

Why are some overhead passes not listed?

A pass is only listed when Tiangong is sunlit while your local sky is dark enough.

How accurate are the times?

Orbital times are usually accurate to within seconds when current orbital elements are available. Recheck close to the pass because the orbit is periodically updated.
